The smallest businesses in the supply chain

"I represent two hundred businesses," the chamber director says, "and the twelve smallest ones hold up all the others." She means the licensed child care programs in her county — businesses with razor-thin margins whose closure takes parents out of every other member's workforce.

Her chamber added a provider seat to its board, ran a 'care is infrastructure' campaign with member employers, and brokered the county's first shared-site conversation between three manufacturers.

"Nobody needed convincing that workforce is the issue," she says. "They needed someone to connect the dots to the twelve businesses nobody was watching."
